No modern city can tell you where its water goes. The rain that falls on it is piped away as a nuisance; the aquifer beneath it drops unmeasured; the river that feeds it is managed by one agency, dammed by a second, and polluted under permit from a third. A city that cannot track its own watershed is not being governed — it is drifting, and it drifts wherever the economy pulls it. We site our settlements on the merits of markets rather than the merits of land and water, then spend fortunes forcing the land to comply. That is standard practice in the wealthiest civilization in history, and it is rogue.
The failure has an accounting structure. Every settlement keeps two ledgers, whether it admits it or not: the ledger of throughput — what is extracted, used once, and discharged — and the ledger of return — what is cycled back to the soil, the water table, the forest, the commons. Our economy is built almost entirely on the first, and a civilization run on throughput alone has exactly one trajectory: decline, and eventually complete loss. That is not rhetoric; it is what happens, every time. The Water-Bearer's Codex, a companion module to this one, develops these ideas in full.
The deeper diagnosis comes from Fuller’s Critical Path: civilization’s physical capability has changed far faster than the institutions that organize it — we can now do what our systems are not organized to do — so scarcity persists institutionally where capability has already outgrown it. The tell is the question our inherited system reaches for first: “Can we afford it?” — an accounting abstraction, consulted before reality. The critical-path question is different: do we physically possess the resources, the energy, the knowledge, and the organization to do it? For nearly everything a settlement needs, the honest answer is yes — which is what makes the drift rogue rather than merely unfortunate.
Atlas is designed to operate outside that accounting. It is a settlement conceived as a single organism whose processes cycle back through themselves the way nature's do — water for its circulation, hydrogen for its metabolism, geodesic shells for its bones, a living digital twin for its nervous system — and its books are kept on the ledger of return. What leaves one process feeds another; discharge is treated as a design failure, never as a cost of doing business.
This is also what swift change actually looks like in the twenty-first century: not the reform of the megacity, but the seeding of micro-communities — small, self-sustained, and legible enough that one mind can hold the whole system, which is what comprehensivism demands and every resident is expected to practice. Each one is a working center of ecological research — watershed restoration, soil building, closed-loop energy and food — and a bastion of ecological stewardship, which we need today more than anything else. Atlas is the first of them: born virtual, built to become an actual community, and offered as a framework any settlement after it can take and adapt.
The epistemology is inherited. What Fuller was aiming at was a world that works for everyone, run on honest accounts: wealth is energy joined to know-how and can only increase; do ever more with ever less; make the whole visible — his Geoscope, his World Game — because people govern well only what they can see whole; and never fight the existing reality, but build the new model that makes it obsolete. He named the method — comprehensive anticipatory design science — and Critical Path gave it an order of operations: measure what physically exists, find the true constraints, name the bottleneck, and act at the point of highest leverage before the crisis arrives instead of after. What Fresco was aiming at was the city as a serviced organism: resources held as common heritage, logistics computed rather than argued, and geometry itself doing the governing — every need of a day placed within a short walk of every doorstep, so the long commute is never designed into life at all.
Atlas takes both aims literally, and takes them to the water. The plan is concentric — rings of function around a harbor core as robust and advanced as Venice's ever was — but the streets are canals. Movement is by foot and by boat; distance is designed out rather than powered through; and the same water that carries a person to work waters the gardens, tempers the buildings, and turns the machines.
Water is worked in its fullest sense. Hydraulic ram pumps lift it on nothing but its own momentum; architectural-scale pumps and resonators move it in civic quantities; elevated reservoirs hold it as gravity batteries; electrolysis banks it as hydrogen against the dark months. Alongside the proven equipment runs the experimental bench — compressed-granite storage among the first candidates — so the energy system stays a living research program, never a fixed plant.
The land is treated the way the water is: as one continuous design. Atlas is planned as a permaculture city entire — agroforestry and food-forest belts, hügelkultur beds, closed nutrient loops — until the distinction between city and landscape stops existing. The doctrine stays short. Everything measurable is computed and published; everything purposeful is decided in the open by the synarchic councils. Atlas does not petition. It demonstrates.

Fuller proposed the inventory in 1961 and first played the Game in 1969 — but the continuously running civic instrument was never built. Who decides — answered, not evaded. Quantity is computed by a machine that wants nothing; purpose is decided by named, rotating councils; the twin remembers what both predicted and keeps score in public. In 1961, Fuller stood before the world’s architects in London and proposed something no government had attempted: inventory the whole planet — resources, capacities, needs, trends — before choosing any ideology. Out of that inventory grew the World Game: war-gaming inverted. Keep the military planner’s total logistics, discard the objective of defeat, and ask instead how everything humanity has could be organized so that everyone wins. It was proposed for the Expo 67 dome and turned away; it was first actually played in New York in 1969, on a great Dymaxion map, by students moving the world’s resources by hand.
Atlas plays it at city scale, with the instrument Fuller never had. The rules survive intact — inventory before ideology; success measured by distribution, never by aggregate; first things first; and no strategy accepted that solves one place by hiding damage in another. A move that wins on average and loses for anyone is a losing move.
